24 yrs ago was complete tearoff, so no problem finding boards, we used dimensional to hide possible sag marks, contractor says he would have to tear off to find nailing spots, seems odd should you not be able to just nail where first layer is nailed? thanks

Yes as I don't want the expense of tearing off single layer

There are many good reasons why putting on a 2nd layer is against code in many locales. And just how is the roofer going to know where the old shingles were nailed? Spend the extra bucks and do it right.
